• The main purpose of peer review is to assess the quality of the manuscripts of papers submitted to the Editorial Office of the journal, to establish (and/or improve) their compliance with international standards accepted in reputable abstract citation databases, the rules for submitting manuscripts to the journal, and to ensure a balance of interests between the authors of these manuscripts and the editorial staff of the journal.
  • The editorial staff reviews all incoming materials relevant to the subject of the journal for the purpose of their expert evaluation. All reviewers are recognized experts on the subject of peer-reviewed materials and have published on the subject of the reviewed article over the past 3 years.
  • The terms of peer review are determined by the Editorial Board, but should not exceed 30 days from the date of sending the manuscript of the scientific article to the reviewer for its review.
  • Only those manuscripts of papers that are designed in accordance with the Rules for submission of a manuscript of paper are sent for review.
  • The manuscript submitted to the Editorial Office is registered in the Register of manuscripts of articles submitted to the Editorial Office of the journal (Register). By the decision of the Editor-in-Chief or a person authorized by them, the reviewer (a specialist in the given field of knowledge who does not have a conflict of interest) is determined. The name of the reviewer, as well as the date of sending the manuscript for review, is entered in the Register.
  • Reviewers are notified that the manuscripts sent to them are the intellectual property of the author(s) and are not subject to disclosure or use for personal purposes.
  • The peer review is conducted confidentially. Double-blind peer review is accepted in the Editorial Office. The reviewer’s last name may be disclosed to the author only with the reviewer’s consent.
  • The reviewer submits the review in the form proposed by the Editorial Office. The text of the review is submitted to the Editorial Office in electronic form from the reviewer’s mailing address and in hard copy with a personal signature.
  • If there are comments in the review, the editorial staff sends the author a copy of the review to eliminate them (or to substantiate its position).
  • Based on the results of the author’s work on the comments (if necessary, with the author’s explanations), the manuscript is re-sent to the reviewer.
  • The manuscripts with positive reviews and recommended by reviewers for publication are submitted to the Editorial Board meeting to approve the contents of the next issue of the journal.
  • In case of a negative review of the manuscript and the author’s disagreement with the reviewer’s opinion, the decision of the Editorial Board may send the manuscript for re-review to another reviewer. The final decision on the inclusion (not inclusion) of the manuscript in the content of the journal is made by the Editorial Board of the journal.
  • If the manuscript is rejected, the editorial staff notifies the author of the decision, sending them an extract from the minutes of the meeting of the Editorial Board with a reasoned justification.
  • Upon request, the editorial staff undertakes to send copies of the reviews to the Higher Attestation Commission of the Republic of Belarus and the Ministry of Science and Higher Education of the Russian Federation.
  • The reviews are kept in the Editorial Office for five years from the moment of signing by the reviewer.
  • The materials submitted to the Editorial Office, which are classified under the sections of the journal “Others”, are not subject to review. The decision on their publication is made by the Editorial Board.
